Key Responsibilities
- Ensure the current and proposed change pipeline remains aligned with organisational goals, identifying areas for improvement and innovation.
- Oversee the planning, execution, and monitoring of change projects, ensuring adherence to timelines, budgets, and quality standards.
- Lead the Programme Office, providing service design support, processes, and tools for effective programme and project management.
- Manage the change team, including recruitment, performance management, and staff development.
- Support the Change Board in assessing and making informed decisions on programme and project activities.
- Partner with Business Leads to ensure alignment of financial and strategic plans with change initiatives.
- Continuously scan the horizon for potential opportunities and threats, forecasting necessary change delivery.
- Provide strategic oversight and advice to governance boards.
- Own the programme and project frameworks, ensuring best practices are followed and tailored to organisational needs.
- Ensure robust benefits identification at the business case stage and throughout the project lifecycle.
- Implement strong records management mechanisms, ensuring compliance with information management requirements.
Essential Skills & Experience:
- Extensive experience in leading large-scale transformation and change programmes.
- Proven experience in senior management roles.
- Proven ability to manage conflicting priorities across organisations and departments.
- Educated to Master’s level or equivalent senior-level work experience in a relevant discipline.
- Strong people management and team development experience.
- Experience working within the public sector and engaging with external agencies.
- Strong analytical and problem-solving skills to drive innovative change.
- Experience working closely with Executive Teams to plan and implement transformation strategies.
- Prince2, MSP, and P3O Practitioner certification (or working towards).
Desirable:
- Experience managing change and transformation within a policing environment.

Additional Information
- Vetting Level: You must be able to obtain and maintain SC Clearance.
- Mobility: The role may require travel across Gloucestershire as business needs dictate.
- Working Pattern: Standard 37-hour working week (pro-rata where applicable), with potential for shift, night, weekend, and public holiday work.
- Professional Standards: All employees must adhere to the highest standards of professional behaviour.
- Driving Licence: The post holder must be able to travel to all main sites and stations within Gloucestershire.
